The scope of this Act is to promote the ecologically-sustainable reindeer husbandry based on Sami culture, traditions and customs. The Act provides for rights and duties of reindeer herders; regulates the relationship with other economic activities having regard to the general interest; regulates the relationship between reindeer herders as far as necessary; and lays the foundation for administration and organization of reindeer husbandry. The Act provides for the establishment of reindeer districts which shall be administered by a district council. There shall also be a reindeer management fund for each district. Other provisions of the Act concern, among other things, marking of reindeer, expropriation for reindeer grazing purposes and the establishment of a Reindeer Council.

In 1397, Norway was absorbed into a union with Denmark that lasted more than four centuries. In 1814, Norwegians resisted the cession of their country to Sweden and adopted a new constitution. Sweden then invaded Norway but agreed to let Norway keep its constitution in return for accepting the union under a Swedish king.
