Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant experienced in data analysis and research report writing to support the analysis of baseline survey data and survey report writing.

The baseline survey data analysis and report-writing are part of TI’s project on Land and Corruption in Africa. The overall goal of the project is to contribute to improved livelihoods of men and women adversely affected by corrupt practices in land administration and in land deals, through enhanced security of tenure and equitable and fair access to land and water.


Explanation of deliverables, timelines and required methodology:

The consultant is expected to analyse existing data and information provided by eight TI National Chapters in Africa. The data and information will be provided and was collected via standardised questionnaire in household interviews, via Focus Group Discussions, and via desk-based research.

The consultant will develop necessary tools for the analysis, like data entry sheets, using SPSS and/or Excel.

The consultant will analyse provided data and information and present the analysis in a research report.

The consultant will undertake relevant desk-based research of secondary literature on Corruption in the Land Sector to complement the research report.

Besides one main report, additional focused analysis and reports are possible (e.g. a focus on gender and sexual extortion, and a focus on young people).

The consultant will work in close cooperation with the TI-Secretariat.

Report structure and expected deliverables

The expected deliverables are set out below:

  1. Detailed design of the data analysis and survey-report writing in cooperation with the Africa Department in TI-S and relevant TI National Chapters
  2. Preparation of data and information and entry into analysis software
  3. Data and information analysis and presentation of analysis and findings
  4. Secondary research of additional sources
  5. Research-report writing

The work can start immediately and is expected to be completed in 25 working days.

The work is done home-based and one to two visits to the TI Secretariat in Berlin will be discussed.

All presentations and reports are to be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.

Selection criteria

The Consultant should have the following qualifications:

  • significant experience in data and information analysis using relevant software
  • significant experience in desk-based secondary literature research
  • significant experience in survey report writing
  • fluent oral and written English communication skills
  • knowledge of French a strong advantage

Remuneration and costs

The Consultant should provide their daily rate, before VAT.
