The 30 sections of the Act are divided into 7 Parts: Without title (sects. 1 and 2); The Sea Defence Board (I); Sea Defence Districts (II); Maintenance, Management and Construction of Sea Defences (III); Financial (IV); Offences (V); Miscellaneous (Part VI). (One Schedule: Boundaries of Sea Defence Districts). Section 3 makes provision for the establishment of a Sea Defence Board, which shall be charged with the care, maintenance, management and construction of the sea defences of Guyana.Furthermore, the Act establishes the procedure to be followed by the Board for the construction of sea defence (e.g. performance of surveys at different levels, elaboration of a plan, estimates of costs, publication of the order for the construction, inspection of the plan by the Chief Officer, etc.).According to section 12, all sea defences shall be the property of the State. Final provisions concern (a) the obligations of the proprietor of the estate or of the local authority, and (b) the offences and relevant penalties to be applied.
