This Law sets out provisions addressing rights to land ownership and the overall planning of land management and protection to help protect and develop land resources in a useful and sustainable manner.The Law states that all land in the country belongs to the State and to cooperative organizations, with no rights for sale or purchase.The State shall draw up and carry out a master plan for land development. The plan shall include: measures for the realignment, improvement and conservation of land, the acquisition of new land and the reclamation of tideland; measures to carry out the realignment of rivers and streams and afforestation for land protection; measures for the development and exploitation of coastal areas and territorial waters; and measures to prevent pollution.The Law further stipulates conditions for the conservation and use of agriculture and forest land including river improvement and afforestation work.
