Pacific Agriculture and Forestry Policy Network (PAFPNet) Strategic Plan 2010–2012
To support the network in future, and to ensure PAFPNet is focused on issues of strategic importance to its members, this Strategic Plan was developed at its second stakeholder meeting in December 2009. Members of the network present re-examined the network’s original goals and objectives to ensure they remained valid, and identified key objectives and outputs for the network over the next three years (2010 to 2012).

Indonesia has committed to reducing its emissions from land use, land use change and forestry - by 26% by 2020. One way the country plans to meet this target is by reducing its emissions from deforestation and forest degradation through the REDD+ mechanism. This paper reviews the effectiveness of the legal and institutional frameworks for promoting and regulating biofuel development in Indonesia. It provides an overview of the development of the oil palm biodiesel sector since 2006, following the implementation of dedicated biofuel policies and regulations. The paper examines production targets and evaluates their implementation. It also discusses possible reasons for the limited realisation of biofuel targets and explores the unintended consequences of legislation.

This paper examines poverty and deforestation in developing countries as linked problems and focuses on policies that can favour poverty alleviation in forested regions. The paper encompasses two elements: analysis of the spatial coincidence between poverty and forests, and proposed policy options for reducing poverty in forested areas.
