While scholars agree on the importance
of land rental markets for structural transformation in
rural areas, evidence on the extent and nature of their
operation, including potential obstacles to their improved
functioning, remains limited. This study uses
household-level data from six countries to start filling
this gap and derive substantive as well as methodological

This publication provides an overview of the findings of a review of land tenure security in Asia and the Pacific region in collaboration with key partners. It highlights the major land challenges, barriers and opportunities as the basis for future decisions about partnerships and engagement in the land sector at sub-regional and country level. The findings are based on an extensive literature review, interviews, a questionnaire, validation at several multi-stakeholder meetings and peer review.

This briefing paper makes the case for proactive business engagement in respecting land rights and ensuring legal, fair and inclusive practices on land use, access to natural resources and equitable development opportunities. It outlines key challenges, provides an overview of existing instruments that can help companies address issues related to land, and points to practical entry points for improved business practices.

In 2011, forests covered 59 percent of Cameroon (WRI, 2012). A majority of Cameroonians rely on forest products, such as wood fuel, bushmeat and various other non-timber forest products (NTFPs). Forests also provide critical ecosystem services and perform important cultural functions. Most rural populations that use and manage forests, however, do not legally control them.

Among the main objectives of the Nigerian Land Use Decree of 1978 were:
1) reducing land conflicts among citizens; 2) unifying and simplifying land
tenure concepts and land administration procedures throughout the country;
3) achieving a more equitable distribution of and access to land rights for all
citizens regardless of wealth or position; and 4) facilitating greater government
control over land use and development. Today, almost 35 years after adoption
of the law, questions continue to be raised about whether the law has achieved

Ekta Parishad along with support organisations launched a decisive movement called Jan Satyagrah whose focus was to bring together people’s voices for a ‘National Land Reforms Act & Policy’ as a broad framework and means of land re-distribution to the landless and homeless poor.

This report is part of a broader comparative effort by the Overseas Development Institute’s Humanitarian Policy Group on Land Tenure in Conflict and Post-Conflict Situations, which aims to inform and improve the policy and practice of humanitarian action and to inform related areas of international policy. It seeks to understand how land issues affect and are affected by violence and conflict resolution, what responses are appropriate and what lessons can be learned from specific contexts of land tenure interventions, both during and after conflict.

This background briefing reports on a study of land access for returnees in Rwanda, and the impacts of land access policies in the post-conflict period. It also seeks to understand better the roles international humanitarian agencies and NGOs have played, and how their performance can be improved. It is not suggested that Rwanda is typical, but rather that the centrality of land issues there has thrown up a revealing set of broader questions.
