A nation formed just 10 years ago, Timor-Leste struggles to overcome complex challenges of land ownership and use rights that were created under Portuguese and Indonesian rule. Competing land claims between individuals, and between individuals and the state, are quite common and occasionally result in armed conflict and deaths. Complicating the problem is the absence of a property rights legal framework in which to address land matters.

Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high-density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that the current land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption.

The SPR 2015 provides a management record of sector progress over the financial years 2006/07-2014/15, identifying issues arising, as background for an analysis of main challenges for the sector. The LHUD sector challenges suggest that there is need to focus on adjustment of policy and strategic orientation, institution reforms, planning and implementation, and financial performance.

This is clearly demonstrated in the form of an organogram.

Mr. Speaker Sir, my Ministry has four Vote Functions namely; 1: Administration which comprises Programme 01-Finance and Administration, Programme 02- Planning and Quality Assurance and Programme 016-Internal Audit; Vote Function 2: Land Administration and Management which comprises programmes; 03-Office of Director, Land Management, 04-Land Administration, 05-Surveys and Mapping, 06-Land Registration and 07-Land Sector Reform Coordination Unit.

In land law, legal norms are regulating land legal relations, which represent a complex of relations that appear between the landowners in the process of land use. Those who are under the legal norm find in its content the „model” of behaviour they must have, whether a certain action or abstention is required from them or if they are allowed to do or not to do something. Land legislation determines a particular notion regarding the subjects participating in land relations.

In that article it made an analysis of land legislation and legal doctrine on the liability of infringement and violation of rights of land that have connection with the land. The complexity of the investigation was expressed through forms of legal liability for illicit facts which are covered by several branches of law.

Relațiile funciare, începând cu etapa inițială a dezvoltării statului, reprezintă un product al societății. În istoria statalității Republicii Moldova se vor găsi mai multe etape inițiale. Este important a sublinia că, indiferent de acest fapt, relațiile funciare au fost printre primele și cele mai importante în dezvoltarea societății. Prin aceasta, se constată și conținutul social al relațiilor funciare. Perioada vizată în prezentul studiu, include etapa stabilirii statalității Republicii Moldova, anii 1991-2018 – perioadă în care are loc formarea unor relații funciare evidente.
