This brochure briefly summarizes the systematic approach of the Global Programme Responsible Land Policy implemented by the German Development Cooperation Gesellschaft für Internationale Zusammenarbeit (GIZ), and provides examples.

The Kenya Government has over a number of years pursued policies geared towards the promotion of secondary towns. Included in this strategy is the achievement of an orderly and coordinated urban land development. However, experience from these towns indicates that, planned land development has encountered a lot of bottlenecks particularly in relation to the institution of private ownership of land. This paper traces the land tenure systems that have existed in the Kenya’s secondary towns.

An information ecosystem is an extremely vast and cluttered space. What data exist? What data is up to date? What data is reliable? Who owns the data? Can I use the data without inflicting harm? Who are the data subjects? Many people across numerous sectors struggle with such questions and more. The land governance sector in India is no different. But somehow, it seems the land data ecosystem in India is more complex and controversial.

Rhe North-East Land Conference, organized by the Martin Luther Christian University (MLCU), Shillong, North-Eastern Region Community Resource Management Programme (NERCORMP), Shillong; North East Network (NEN), NRMC-Centre for Land Governance (NRMC-CLG); and Rongmei Naga Baptist Convention (RNBA), Manipur evident the significance tenure dynamics and development paradigms in North East Region deliberating on land, laws, locals and livelihoods on 30-31st January, 2020 at Shillong. 

This report titled Land in India: Issues and Debates is part of an initiative under the aegis of India Land & Development Conference (ILDC) which has a long-term objective of bringing out an annual Status of Land in India volume. This report is a modest beginning in that direction by drawing on the works of ILDC partners to present a quick over view of some of the key developments and debates in India’s land sector. The report brings together 11key issues which currently engage the minds of the policy makers and researchers in India.

The KLA proposed constitutional principles on land reform as captured in the constitutional draft have become more pronounced with the approach of General Elections and the transition that is expected to see the departure of President Moi from leadership. We therefore, detest the frantic efforts to go to the forthcoming elections before adopting the Ghai draft constitution, because that will be endangering the aroused expectation that at long last we are on the road to sorting out land problems we have lived with since independence.

The approval by the public of the Constitution at the referendum on August 4, 2010 and its promulgation on August 27, 2010 heralded a new dawn of governance in Kenya. Through its broad provisions, it is expected that it will spur social and economic development and secure the land rights of all Kenyans, by among others guaranteeing them ownership, control and access to natural resources.

The presentation discusses the application of the Bayesian Belief Network (BBN) approach to enhance rangeland governance under constraining land tenure systems in the South of Tunisia.

With the current population of 40 million and 213 inhabitants per km², Uganda is one of the most densely populated countries in Africa. Yet land is a fixed asset. Of all the land in Uganda, approximately 80% of the land area is administered under customary tenure system and approximately 5% only is titled under Mailo, leasehold and freehold tenure. There is a high amount of tenure insecurity in major parts of the population, as the land legislation is not well−known among the rural smallholder farmers.

The publication offers an overview of different aspects of the highly complex field of land policy and land  management providing the reader a number of principles, concrete tools and examples for dealing with land related problems in the German Development Coorperation.

A new urbanization and rural revitalization strategy has been implemented in China over a number of years, under which farmers’ land contract rights (LCRs) flow inevitably through various means. The practice in reform pilot areas indicates that government funds cannot meet all the needs, so exploring market-based LCR payout paths is important for rural land tenure system reform. The purpose of this study is to answer questions such as the following: How would farmers respond if they were allowed to trade LCRs? Is there an equilibrium point between the potential supply and demand of LCRs?

In summary, China presents a particularly intriguing case for the study of land system dynamics with its spatial patterns of cropland and crops, crop structure and diversity, land transfer and consolidation, and land use intensity changes against the backdrop of its rapid socio-economic transformation, globalization, and environmental challenges. Moreover, after 40 years since the commencement of China’s Economic Reform and the de-collectivization of agriculture, it is a good time to review and reflect how China’s agricultural land systems have been transformed.
