I683 new ‘communes’ have been created in Mali’s audacious decentralization policy. This has made central the issue of authority, responsibility and resource transfer from the central government. What are the privileges of the so-called traditional institutions created by the local people at the village level and between villages? This report published in 2008, shows how, contrary to Cambodia’s obligations under international human rights law, those affected by evictions have had no opportunity for genuine participation and consultation beforehand. Information on planned evictions and on resettlement packages has been incomplete and inaccurate, undermining the rights of those affected to information, and to participate in decisions which affect the exercise of their human rights, in particular the right to adequate housing.

For the past decade, GIZ has supported participatory land use planning, land registration and land titling as a vehicle for sustainable rural development in Lao PDR. Following a number of predecessor programmes, the current Land Program (including Land Management and Decentralized Planning (LMDP) and Enhanced Land Tenure Security (ELTeS) projects) is active in the provinces of Luang Namtha, Sayabouri, Huaphan and Khammouane. This impact study focussed on some of the intermediary and longer-term changes that GIZ’s work in the land sector has been aiming to bring about in Laos.
