Article 7 shall be amended to add the following wording: “Plots of agricultural land pertaining to public or municipal property shall be allotted to natural and legal persons in accordance with Land Code of the Russian Federation”.

This Regional Law establishes that plots of agricultural land within the boundaries of inhabited areas and destined for agricultural production allotted on lease on condition of permanent (open-ended) land tenure as a result of renewal of lease contract or renewal of the right of hereditary possession of such land with the right of lease can be purchased in ownership by lease holder at the cost of 15 percent of cadastre value of such plots of land.

This Regional Law establishes that price of a plot of land located in urban areas and destined for agricultural production, without constructions nor edifices thereon, already allotted to peasant farm on condition of permanent (open-ended) possession or as lifelong hereditary possession in case of purchase thereof by the aforesaid categories of tenants shall be 15 percent of estimated cadastre value at the date of submittal of application.

The scope of this Regional Law shall be to set forth the conditions for the breeding, keeping and protection of bees, and also for protecting legal rights and interests of natural and legal persons carrying out apiculture. After the Revolution, in 1979, the Government authorized farmers to temporarily farm in some abandoned lands. The Regulation, which consists of 31 articles, aims to transfer the ownership of these lands to the farmers in return of monthly installment of the land’s actual value. Accordingly, the Regulation provides details of the process to grant ownership. The eligible farmers to receive ownership, as well as the actual price of each land, should be determined by a specified committee.

Article 9 shall be amended to add the following wording: “Plots of public land with undelimited ownership shall be allotted to natural and legal persons, on the grounds envisaged by Land Code of the Russian Federation, in ownership or on lease”.

This Regional Law establishes that use for proper needs of common widespread minerals, without use of explosives, and building of underground constructions to the depth of five meters, by owners of land plots, land tenants, landlords and leaseholders on the regional territory shall be performed in accordance with conclusions of the authorized state regional institution competent in the sphere of rational management and protection of subsoil.

Law on Preserving Land Use of Farms and Gardens.

The purpose of this Law, which consists of 8 articles, is to prohibit any changes in land use of farms and gardens outside the limit of cities. The Act states that the Ministry of Housing and Urban Development shall decrease urban development to the farms and gardens surrounding the cities and minimize changes in land use of farms and gardens inside urban areas.
