This Regional Law regulates relations in the sphere of conservation, management, promotion and protection of the objects of cultural heritage and is aimed at ensuring realization of the constitutional right of citizens of access to the objects of historical and cultural heritage and protection, restoration and conservation of historical and cultural natural environment of the regional ethnic communities.

This Regional Law regulates the issues of conservation, protection, management and reproduction of recreational forests in urban areas with a view of creation of favourable environment for the population. It shall also regulate the issue of afforestation and reforestation in urban areas. Regional executive bodies shall be responsible for education of the population related to management, keeping and reproduction of green plantations in urban areas.

The scope of this Regional Law shall be to regulate social relations in the sphere of historical and cultural heritage, ensuring access thereto of citizens and conservation and promotion of historical and cultural habitats of the regional population. Objects of cultural heritage shall be classified as federal, regional and local (municipal). Cultural heritage on the regional territory shall be subject to mandatory registration and conservation. Objects of historical and cultural heritage shall include urban areas and landscapes, protected areas and urban parks and gardens.

Regional Law No. 996-149 “On subsidiary smallholding”.

This Regional Law establishes legal grounds for performance of subsidiary smallholding by citizens (natural persons) and state support thereto by state bodies and local government in the form of financial assistance for production of agricultural commodities and preferential taxation. Either urban land or agricultural land in the countryside, allotted to citizens or purchased thereby, can be used for subsidiary smallholding. Subsidiary smallholding shall include farming, gardening, horticulture and stockbreeding.

La presente Resolución autoriza al Programa de Mejoramiento Integral de Barrios (PMIB), a realizar intervenciones en otros ámbitos urbanos e intervenciones especiales de mejoramiento barrial, a través de los proyectos de inversión, que serán financiados hasta el 100 por ciento del costo de los mismos.

This Rectification of Law No. 60/VIII/2014, having been published incorrectly on the Official Bulletin, establishes the legal framework for operations urban development, including the subdivision of lands, urbanization and utilization and conservation of buildings, rectified the parts that matters transfers of charges to the municipal area.
