Pending adoption of comprehensive guidelines on land conversion to implement section 20 of the Local Government Code which gives powers to local government units to reclassify agricultural land in circumstance where such land ceases to be viable for agricultural purposes, these guidelines regulate place restrictions on conversion of agricultural lands. All irrigated land for cultivation and all land within areas programmed for irrigation facility rehabilitation by the Department of Agriculture and the National Irrigation Administration shall not be subject to conversion.

La presente Ley, que consta de 3 artículos, restablece por el termino de un año las condiciones y formas de pago establecidas en el párrafo segundo del articulo 19 de la Ley Nº 278, Ley sobre propiedad reformada urbana y agraria, y suspende por el termino de un año las tramitaciones de las acciones judiciales en contra de los beneficiarios de los contratos de arriendo con opción a compra.

Tigray National Regional State's Rural Land Usage Proclamation No. 23/1997.

This Proclamation lays down rules relative to the ownership and use of land in the National State of Tigray. Land is declared to be "joint property" of the State and can not be sold, exchanged, given in lease or as bond for an indefinite time. Farmers may use land in their possession under conditions as set out in this Proclamation. The actual state of land is declared to be "accepted" under the present Proclamation. Farmers can give their land in lease under article 7. Article 8 concerns the lease of state land.

El presente Reglamento de Inscripciones de la Sección Especial de Predios rurales del Registro de Propiedad Inmueble, que consta de 6 títulos, 26 artículos y 4 disposiciones complementarias, considera predio rural a todo predio susceptible de tener uso agrario, comprendiendo entre otras a las tierras de uso agrícola, de pastoreo, con recursos forestales o de fauna, eriazas, así como las riberas y márgenes de álveos y cauces de ríos.

La presente Ley, que consta de 10 títulos, 44 artículos y 5 disposiciones finales, declara de necesidad nacional e interés social y cultural el desarrollo integral de las comunidades campesinas, reconociéndolas el Estado como instituciones democráticas fundamentales, autónomas en su organización, trabajo comunal y uso de la tierra, así como en lo económico y administrativo. En consecuencia el Estado garantiza la integridad del derecho de propiedad del territorio de tales comunidades, y promueve la organización y funcionamiento de las empresas comunales.

This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).

The object of this Law is the juridical regulation of non-divided agricultural lands and refused agricultural lands by those families who do not agree to accept them into ownership or use.Non-divided agricultural lands are considered areas, registered in the cadastral under the heading of Agricultural Land on 1 August 1991, within the borders of a definite administrative unit (village, commune or municipal which have agricultural lands out of the designated borders) that are not divided by land commissions or are rejected by families or individuals and had not changed the cadastral listing

This Law provides juridical facilitation for granting ownership without recompense for agricultural land to families or people who have it in use.Excluded from granted ownership are:1. Agricultural lands, which on the date of entering into force of the law are within the limited borders of cities, villages or inhabited areas;2. The objective of this Law is giving in ownership agricultural lands, forests, pastures and meadows (art. 1). In the implementation of this Law are included all the lands within the Republic of Albania out of the border lines, which are treated as agricultural lands according to Law No. 7501 of 19 July 1991, on the Land, independently of their origin. Pastures, meadows, forests and forest lands which are certified with official documents as having been private property are returned to the ex-owners and their legal heirs according to the cadastral statement of 1 August 1991.
