nations in Latin America and the Caribbean (LAC). Political

steady growth, has resulted in one of the lowest poverty
rates in LAC. Costa Rica is also a global leader for its

Implementing Onshore Wind Power Projects

May, 2014

The kinetic energy in wind is converted into mechanical power in specialized propeller-driven turbines mounted on towers. A generator inside the turbine converts the mechanical power into electricity. Utility-scale wind turbines range in size from 100 kilowatts to as large as several megawatts. Turbines can be built on land or offshore and are grouped into 'wind farms' that provide bulk power to the electrical grid. Smaller turbines are used for homes, telecommunications dishes, and water pumping, sometimes in connection with diesel generators, batteries, and photovoltaic systems.

Cambodia continues to enjoy robust

2014 is estimated to have reached 7.0 percent. The garment
sector, together with construction and services, in
particular finance and real estate, continues to propel
growth. However, there are signs of weaknesses in garment
and agricultural production that are slightly slowing

Cooperative Behavior and Common Pool Resources

July, 2015

This paper examines whether cooperative
behavior by respondents measured as contributions in a
one-shot public goods game correlates with reported
pro-forest collective action behaviors. All the outcomes
analyzed are costly in terms of time, land, or money. The
study finds significant evidence that more cooperative
individuals (or those who believe their group members will
cooperate) engage in collective action behaviors that

The Political Economy of Decision-Making in Forestry

January, 2016

The use of the phrase, ‘political
economy’ originates in Adam Smith’s Wealth of Nations and is
also found in the writings of David Ricardo and Karl Marx.
What is presently understood as ‘economics’ was, at that
time, termed ‘political economy’. This was understood to
mean ‘conditions of production organization in
nation-states’ (Acemoglu and Robinson, 2012, Beuran,
Raballand and Kapoor, 2011). Venerable scholars such as

Boosting Mass Transit through Entrepreneurship

July, 2015

Most of the world’s urban mass transit
systems cannot cover operating costs, let alone capital
expenses, through farebox revenues. On average, 25 percent
of metro operating expenditures are not funded by farebox
income. With limited public subsidies, as well as obstacles
to raising fares and political sensitivities to road user
taxes, metro systems have been increasingly pursuing income
from commercial activities connected with their operations.

Zambia Country Program Evaluation FY04-13

March, 2016

From 2004 to 2012, Zambia experienced a
combination of good economic policies and high rates of
growth not seen since the early years after its
independence. While growth was mainly driven by rising
copper prices, other factors contributed to Zambia’s ability
to take advantage of this growth. The international debt
relief programs in 2004-2005 almost eliminated public debt
and provided the fiscal space for selective, high-priority
