What are the requirements for a good and robust land administration?

Reliable tamper-proof records with a real time link between Registration, Survey and Revenue departments with common shared textual and spatial data that are geo-referenced and ground-truthed so that there is no need for repeated universal ground survey.

Such records are available to the respective land-holders/ owners with a simple system to update whenever a transfer takes place through sale, inheritance or any other transfer.

As an advocate for open land data, the Land Portal Foundation aims to improve access to land data, engage stakeholders, and support actions that promote data openness. I recently had the opportunity to introduce the State of Land Information Index (SOLIndex) and talk about the Open Up Guide at the Global Land Tool Network (GLTN) Partners’ Meeting in Nairobi and show how these tools play a vital role in improving access to land information.

The celebration of National Panchayati Raj Day marks a redefining moment in the Constitutional history of India to invigorate and strengthen grassroot democracy in the country, through the institution of Panchayati Raj (73rd Amendment) Act, 1992. This day is also remarkable as on 24th April 2020, the Government of India launched a central sector scheme, Survey of villages and mapping with improvised technology in village areas (SVAMITVA). However, the process is expensive, slow, unscalable, and does not focus on reconciling individuals, families and communities. Through the lens of beneficiaries, this article reveals the importance of alternative dispute resolution in land reforms, particularly adjudication committees.
