This Regional Legislative Decree, consisting of 171 articles divided into nine Chapters, establishes the general bases of the Public Policy for Land, Regional Territorial Planning and Urbanism within the Autonomous Region of Madeira. This Regional Legislative Decree under Law n. 31/2014, of May 30, defines the regional system for the territorial management.

Humans have never been healthier, wealthier or more numerous. Yet, present success may be at the cost of future prosperity and in some places, especially in sub-Saharan Africa, poverty persists. Livestock keepers, especially pastoralists, are over-represented among the poor. Poverty has been mainly attributed to a lack of access, whether to goods, education or enabling institutions. More recent insights suggest ecosystems may influence poverty and the self-reinforcing mechanisms that constitute poverty traps in more subtle ways.

A defining feature of many of the world’s cities is an outward expansion far beyond formal administrative boundaries, largely propelled by the use of the automobile, poor urban and regional planning and land speculation. A large proportion of cities both from developed and developing countries have high consuming suburban expansion patterns which often extend to even further peripheries. Cities need to accommodate new and thriving urban functions such as transportation routes, etc. as they expand.

This manual has been developed for training purposes. It models the gas value chain from the upstream project to the use of gas under the form of LPG, LNG or as feedstock for local industrial or power generation uses. It allows users to assess different LNG structures that can be considered when producing LNG (see section 2 for an explanation of each structure). It provides various fiscal regime options for the upstream and mid-stream sectors to understand the impacts of changes on the government take and the private sector returns.
