This research report examines three questions that are central to IFPRI research: How do property-rights institutions affect efficiency and equity? How are resources allocated within households? Why does this matter from a policy perspective? As part of a larger multicountry study on property rights to land and trees, this study focuses on the evolution from customary land tenure with communal ownership toward individualized rights, and how this shift affects women and men differently. This study’s key contribution is its multilevel econometric analysis of efficiency and equity issues.

Global

This paper discusses the role of FAO support to the Government of Mozambiques Land Commission since 1995, through three consecutive projects. While each has had a relatively short duration, all have been planned and implemented within a single conceptual framework with a much longer time horizon. This has allowed a difficult and complex issue to be progressively developed and nurtured within a realistic time scale, while building up a strong sense of national ownership of the process.

Western Africa

In West Africa, land questions are rising in importance. As pressures on resources increase, farmers need sufficient tenure security to encourage production and investment in land. The procedures governing access to and control over land are of vital importance in promoting intensification and commercialisation of agriculture, combating poverty, and reducing risks of conflict. At the same time, the process of decentralisation and establishment of new local government structures raise the question of which institutions should be responsible for land management.

Summarises papers by Phil Woodhouse on ‘African Enclosures – the Default Mode of Development’ and Camilla Toulmin on ‘Identifying a Research Agenda for the Reform of Land Tenure’ and the discussions on them. Argued that we cannot assume that poverty reduction or equity will emerge from vesting power over land with local communities and their leaders. Conflicts over resources will be exacerbated by decentralisation. Conflicts between indigenous and outsider communities are now widespread.
