The past decade has seen several African countries increasing their agricultural growth, a trend largely underpinned by increases in land area cultivated instead of productivity increases. Meanwhile, scholars debate whether Africa should pursue a strategy of large-scale or smallholder farms, paying little attention to a special group of smallholder farmers who have transitioned to become medium- and large-scale farmers. This study, therefore, begins to analyze this group of farmers, using qualitative data from in-depth interviews and focus group discussions in Ghana.

 Large-scale land investment is not a new phenomenon in Africa, but the speed and scale at which it is occurring today makes it one of the most pressing issues on the continent. These land investments are promoted by advocates as “win-win” solutions - benefiting national economies, rural development and ensuring food security at the same time.

Based on worldwide experience and encouraging evidence from country pilots in African countries such as Ghana, Malawi, Mozambique, Tanzania,and Uganda, this new report suggests a series of ten steps that may help to revolutionise agricultural production and eradicate poverty in Africa. These steps include improving tenure security over individual and communal lands, increasing land access and tenure for poor and vulnerable families, resolving land disputes, managing better public land, and increasing efficiency and transparency in land administration services. 

The series of studies discussed in this overview pull together updated information about large-scale land acquisitions in the region, with the aim of identifying trends, common threats, divergences and possible solutions. As well as summarising trends in investment, trade, crop development and land tenure arrangements, the studies focus on the land tenure and human rights challenges.

Discusses agricultural investments in Mali. Analyses national trends in investment flows and patterns; assesses the adequacy of the legal and institutional framework regulating land and investment; and examines two examples of more inclusive investments. Findings provide ground for concern as to the preparedness of national frameworks to ensure that investment pursues sustainable development goals. Also provide insights on the potential and challenges of making more inclusive investment models work in practice.

Examines the impact of rural land policy on rural transformation and food self-sufficiency in Ethiopia and the relation this has with recent trends in large-scale rural land transactions. Concludes that there is very little institutional and technical capacity at regional level to conduct monitoring and oversight and enforce project obligations effectively.

Presents a legal analysis of the national legislation that relates to Indigenous Peoples’ and communities’ forest tenure rights at a global scale by assessing whether the legal systems of 27 of the most forested developing countries of the world recognize the rights of Indigenous Peoples and communities to access, withdraw, manage, exclude and alienate to forest resources and land. The countries included in this study are home to 2.2 billion rural people and include approximately 75% of the forests in the developing world.
