Prom several converging estimates, world's population is expected to reach 6.1 billion by the year 2000 or 1.7 billion more than in 1980. Most of the increase in population will be generated by developing countries in general and by African countries in particular. This means there will have to be a substantial increase in world food production of at least 50 percent.

The present paper was prepared as part of the work programme of food and agriculture for the 1988-1989 biennium. It constitutes element 2.4 on multinational co-operation on livestock development in Africa and it focuses on the performance of the sector in the face of government intervention and the structural adjustment programmes (SAP). The effect of the SAP on the achievement of increased collective self-sufficiency and self-reliance in animal food production and supply was given particular attention.

Many countries are today confronted with the challenging tasks of improving the level of living and the productive capacities of their people especially in the spheres of agriculture and food production. While governments are mainly concerned with providing structural support the actual implementation lies with the individuals, who in the final analysis are the farmers and the rural population.

This special issue of Unasylva has two main objectives. It brings to our readers an edited selection of some of the position papers of the important 4th Session of the FAO Committee on Forestry Development in the Tropics and, in doing, this, it emphasizes FAO's principal concern in the field of forestry: how to make the best and wisest use of man's least understood ecological formation, the moist tropical forest.
