En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.

On the 10th of December 2009 AFRA celebrated its work over the past 30 years at the Anglican Cathedral, where speakers reflected on the past, present and future of the organisation. Forming part of our 30th anniversary a Great Land Debate was held, where some of AFRA’s senior members were part of the panel discussion. Major land topics were discussed. Previous AFRA staff, a wide range of community representatives that the organisation works with, government stakeholders and civil society organisations, attended the celebration.

Land Reform and Farm-Household Income Inequality: The Case of Georgia

The income inequality implications of land reform are examined for the case of Georgia using regression-based inequality decomposition techniques. An egalitarian land redistribution is likely to equalize per-capita income among farm households, implying that continuing the land reform process in Georgia is likely to benefit poorer households, relatively speaking. However, land fragmentation was found to be disequalizing, and therefore land market developments that enable plot consolidation are not less important for inequality than the land redistribution itself.

This Scoping Mission Report, aimed at identifying the key land policy and land tenure reform issues and processes facing Sierra Leone, is based on extensive consultations with a wide range of stakeholders and review of available literature, undertaken in July 2009. It was commissioned by the Recovery for Development Unit of the UNDP in collaboration with the Ministry of Lands, Country Planning and the Environment. It will serve the purpose of enhancing public dialogue and programme development on land reform, and to also guide the coordination of initiatives and resource mobilization.

textabstractIn this paper we discuss forestry issues related to land reform in Bolivia. We find that although the current land reform satisfies most of the conditions that are necessary for adequately addressing development issues in the agrarian sector, it does not deal with many of the challenges related to forest management and actually contains provisions that come in conflict with the objectives of sustainable forest management.

This social assessment (SA) was conducted under the Fergana Valley Water Resources Management Project (FVWRMP), which is providing assistance to the Government of Tajikistan to address irrigation and drainage deficiencies in Eastern Sughd. The main SA objectives were to understand how prevailing structures of water provision, land reforms, and gender relations impact rural livelihoods; to analyze experiences in establishing inclusive Water Users Associations (WUAs); and to provide recommendations to FVWRMP with the aim of enhancing its programs.
