The purpose of this paper is examine the notion of tenure in connection with water resources and to explore whether the concept of water tenure has the potential to make a useful contribution towards resolving the world’s water resources challenges. It seeks to provide answers to the following questions: (a) What is water tenure? (b) Does water tenure really exist or is water simply too different from other natural resources? (c) Could the concept of water tenure be useful in terms of the development of natural resources policies and practices?

The Nile Story is one of immense
challenges and remarkable achievements for the economic
development of the region. It begins in 1999, when the
ministers in charge of water affairs in the Nile countries
agreed to form the Nile Basin Initiative (NBI). Between 2003
and 2015, the Nile Basin Trust Fund (NBTF) supported and

Matters of environmental migration are frequently looked at from a humanitarian perspective.1 This policy brief will instead look at it with a lens focusing on land issues. The question of environmental migration is inevitably linked to the question of land for several reasons. First, climate and environmental change trigger and accelerate the loss of land due to sea-level rise, coastal erosion, landslides and other forms of land degradation.

This paper analyzes the structure of water transactions using data on contract duration from California. Water rights in the western United States are transferred through short-term and long- term leases as well as permanent ownership contracts. We test predictions about the type of water contracts derived from the literature on economic organization by using ordered probit models to investigate the correlates of contract duration. We confirm that long-term and permanent contracts are more likely when investments in specific assets are required for conveyance.

This article presents a model to help explain the transition path from one water management system to another, typically a commons framework to one of tradable permit‐based property rights. Furthermore, drawing from transaction cost literature, the model demonstrates how this takes place when externalities (the strain on water resources) become severe enough to warrant the increased transaction costs inherent with more complex water rights management frameworks.
