Today, many rural poor Filipinos are using state law to try to claim land rights. In spite of the availability of a much stronger set of legal resources than ever before, claiming legal land rights remains difficult. Some argue these difficulties are a reason to turn away from state-led land reform and toward a market-assisted land reform (MALR) model.

This report is the outcome of a study undertaken on men and women’s access to and control over land in seven districts of the Volta Region in Ghana. The study evolved out of a need for increased insight into gender differences in access to and control over land and the implications of insecure access to land for households within the Volta Region of Ghana.

This study uses a livelihoods perspective to facilitate understanding of the role played by seeds and PGRs in rural people’s livelihoods and considers how a livelihood perspective may strengthen understanding of issues of access. A sustainable livelihoods perspective offers a way of thinking about the linkages among vulnerability, poverty and environmental or natural resource management.

This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas.
