According to 2001 statistics, 924 million people, almost one third of the world’s population lived in slums. A majority of these people are in the developing countries and they account for 43% of the urban population. Slums are characterized by a dense proliferation of small, makeshift shelters built from diverse materials, degradation of the local ecosystem and by severe social problems.
This paper provides an overview of land reform in South Africa from 1994 to 2011, with the focus on the land redistribution. The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.
The Land Administration Domain Model (LADM) moved forward to the FDIS stage (FDIS = Final Draft International Standard): ISO FDIS 19152. This is the last stage before becoming an International Standard (expected in July 2012), after a four year standards development process within ISO/TC211 (Geographic Information) and six years of preparation within the FIG, while the original idea for such a standard was launched at the 2002 FIG congress in Washington D.C. Land plays a vital and central role in the economic, social-cultural and political lives of both individuals and communities. Given its centrality in the socio-economic and political spheres, national goals such as economic development, poverty reduction, social and political stability are closely linked to land. Land provides the livelihood base for the bulk of the population especially in the rural areas where agriculture is the main occupation. Despite their importance, land and environment in Kenya have suffered decades of mismanagement that has led to the current state of degradation.
Land valuation in the landscape consolidation projects is currently based on the Decree no. 38/2005 Coll on determining the value of land and plantations for the purpose of land consolidations. Land value is determined using the evaluation map which in turn is created from the updated ESQU (BPEJ) in the area of the landscape consolidation project. The intersection of the layer of plots' boundaries with the evaluation map is the basis for determining the value of existing and new plots.
