The lands described in the Schedules are designated as conservation reserves with the purpose of protecting natural heritage areas and natural features on public land and preserving traditional public land uses including wildlife viewing, hunting, fishing, walking, snowshoeing, cross country skiing and boating. Furthermore, Land within a conservation reserve shall not be used for mining, commercial forest harvest, hydro-electric power development, the extraction of aggregate and peat or other industrial uses. This Act amends the Planning and Development Act, 2000 so as to, among other things: insert a new provision in section 28 on Ministerial guidelines; insert a new provision in section 34 on assessment of applications for new development; provide for the making of the planning scheme following an appeal made under section 169; provide with respect to a determination by the Board whether the extent and character of the modification in a planning scheme would be likely to have a significant effect on the environment (within the meaning of Annex II of Directive 2001/42/EC) or on a European site;

This Act allows the Department of Agriculture to establish agricultural preserves, contains rules governing administration and establishment of preserves, grants authority to the Department to enter into contracts with landowners to limit the use of agricultural land for preservation purposes and provides for relief from the provisions of such contracts.The following lands may be included in an agricultural reserve: (a) land devoted to recreational use; (b) a wildlife habitat area; and (c) a submerged area.

This Governmental Decree regulates the issues of constitution, modification of category, validation of boundaries and cancellation of protected areas. Protected areas shall be classified as follows: (a) state nature reserves; (b) state natural parks; (c) state nature monuments; (d) state nature reserves; (e) state botanical gardens, dendrological and zoological parks; (f) biosphere reserves; and (g) transboundary protected areas. Protected areas shall be constituted with the consideration of ecological, scientific and economic substantiation, and also historical and cultural value.

Article 12.1 shall be amended to add the following wording: “In the protected areas of regional significance, managed by state institutions, state supervision in the sphere of protection and management of protected areas shall also be performed by the officials of the aforesaid institutions that have the status of state environmental inspectors”.
