Article 1 of the above-mentioned Act establishes that the federal states are obliged where non-profit settlement companies are not available to justify such creation of new settlements and to upgrade existing small businesses. The text, consisting of 32 articles, deals with the following aspects: moor and wasteland, pre-emptory land rights, land associations, repurchase right, procurement of land lease for agricultural workers and final provisions. Al fin de evitar que se repitan focos de insalubridad constituidos por el inadecuado uso del guano, la presente Resolución dispone la prohibición del acopio y utilización de guano directo al suelo, en la jurisdicción que indica, salvo que el mismo haya sido sometido a compostaje u otro sistema de estabilización o manejo que impidan la reproducción y proliferación de moscas en cada una de las etapas del proceso de mejoramiento del suelo agrícola. El artículo 2º establece los particulares requisitos a ser cumplimentados por las instalaciones de estabilización de guano.

This Decree approves the General Regulation for Urban and Rural Territorial Plans (REPTUR). The aim of this Resolution is to define and estimate compensations and reimbursements for damages caused to cultivated lands, plants and trees, produced by land improvement projects and public utilities. It is composed of 3 articles. The estimation of the aforementioned compensations and reimbursements shall be valuated by the specialist committees established by Prefects according to land quality, kind of crops, age and the like (art. 1). Article 2 abrogates all resolutions, rules, regulations and the like, which are incompatible with the present Resolution.

This Decree of the Ministry of Agriculture amends 12 points of the Decree on land arrangement procedures. The amended provisions deal with delimitation of borders of lands and alignment of territory borders.

El presente Decreto tiene por objeto reglamentar la Ley Nº 1.715 del Servicio Nacional de Reforma Agraria, regulando los aspectos relacionados con los procedimientos agrarios administrativos. Asimismo, establece el carácter social del derecho agrario, el que consiste, entre otras cosas, en la equidad en el derecho de acceso y tenencia de la tierra de mujeres y hombres, con preferencia a quienes no la tienen o la tienen insuficientemente (art. 3º).

Item 39 shall be supplemented with the following wording: “In the process of state registration of land share of agricultural land calculation thereof can be done in hectares.” Item 61 shall be supplemented with a new paragraph specifying that in case of expropriation of land for public or municipal needs personal identification data of the owner of the plot of land and the beneficiary of expropriated land, Russian Federation, regional authority or municipal unit must be declared.

This Ministerial Decree establishes the modalities of state land control carried out by the Federal Agency of Immovable Property, Federal Supervision Service on Nature Management and by Federal Veterinary and Phytosanitary Supervision Service. The purpose of state land control shall be the enforcement of land legislation and requirements on soil conservation and land tenancy.

This Ministerial Decree establishes that plots of land previously used for defence and security purposes and temporarily not used for the aforesaid purposes can be allotted to legal persons and citizens on lease or free-of-charge tenancy for a fixed period for agriculture, forest management and other purposeful use. It establishes also terms and conditions of transfer of the aforesaid land and specifies that the purposeful use of the aforesaid land shall not be changed.
