Actualmente, casi 30 aos despus, la experiencia negativa de los gobiernos con la expropiacin de recursos de propiedad comn ha hecho que se vuelvan a examinar las posibilidades de una gestin colectiva, y ha permitido disponer de una creciente informacin sobre experimentos prcticos con respecto a la restauracin o al refuerzo de los sistemas de gestin de estos recursos. En este nmero de Unasylva se insiste en ambos aspectos en relacin a los recursos forestales.

The goal of the workshop was to identify strategic investments and policy actions that African Governments, firms, and organizations can undertake, with the support of their development partners, to foster agricultural and economic transformation in Africa. The workshop focused on forces that will influence the evolution of African economies well into the 21st Century. The emphasis was not simply on the impact of structural adjustment programmes but rather on the broader process of economic adjustment that would lead to more productive economic systems.

Sources of income inequality and poverty in rural Pakistan

What steps can be taken to reduce the wide differences in income earned, so that the number of people living below the poverty line can be reduced? This paper presents new evidence on the association between gender and poverty based on an empirical analysis of 11 data sets from 10 developing countries. The paper computes income- and expenditure-based poverty measures and investigates their sensitivity to the use of per capita and per adult equivalent units. It also tests for differences in poverty incidence between individuals in male- and female-headed households using stochastic dominance analysis.

Adjustment and poverty in Mexican agriculture: how farmers' wealth affects supply response

By and large, it appears that the goals of agricultural reform are being met in Mexico. But measures such as decoupling income supports and price supports or reorienting research and extension could help farmers who cannot afford access to machinery and purchased inputs and services.Lopez, Nash, and Stanton report the results of a study of Mexican farm households using 1991 survey data and a smaller resurvey of some of the same households in 1993.One study goal was to empirically examine the relationship between assets and the output supply function.

Does more for the poor mean less for the poor? : the politics of tagging

Attempts to achieve "more for the poor" through the use of indicator targeting may in fact mean less for the poor. The efficient use of a fixed budget for poverty reduction may require targeting. However, the use of indicator targeting, using fixed characteristics that are correlated with poverty to determine the distribution of expenditures, will tend to reduce the budget. Ignoring the budget reducing effects can reduce the welfare of the poor as they receive a greater share of a shrinking budget.

The dynamics of poverty : why some people escape from poverty and others don't : an African case study

In urban areas of Cote d'Ivoire, human capital is the endowment that best explains welfare changes over time. In rural areas, physical capital especially the amount of land and farm equipment owned matters most.Empirical investigations of poverty in developing countries tend to focus on the incidence of poverty at a particular point in time. If the incidence of poverty increases, however, there is no information about how many new poor have joined the existing poor and how many people have escaped poverty.Yet this distinction is of crucial policy importance.

The study includes examination of national policies relating to highland areas and the impacts of such policies on local communities and land use patterns.
