This Regulation provides for the complete text of the the Action Programme for the protection of waters against the pollution caused by nitrates from agricultural sources on the territory of the Croatian Republic, including all technical and other specific data.Action Programme includes: the goal of adoption, interpretation of terms, application requirements and measures, the conditions and methods of fertilizer application, general principles on the fair use of fertilizers, all measures for the correct storage and disposal of manure, the mandatory period of application, and final provision

The Order sets out requirement standards for good agricultural and environmental conditions in order for farmers to comply with regulations on granted subsidy for land development, in accordance to the Rural Development Programme for the period 2007-2013. Criteria for being eligible to these subsidies shall be found in Appendix 1, with exception of 4.1 (Establishment and maintenance of vegetation on uncultivated land), 4.2 (Maintenance of vegetation on uncultivated land), 4.5 (Maintenance of vegetation on permanent grass areas) and 4.12 (Maintenance of vegetation on temporary grassland).

This Decree of the Government of the Republic of Slovenia, which is composed of 22 articles and one Annex, establishes requirements for the use of nitrates from agricultural sources, biogass slurry and other organic fertilizers outside the farm where they were produced. The fertilization with liquid organic fertilizers on agricultural land is prohibited from 15 November to 15 February. The fertilization with manure on arable land is prohibited from 1 December to 15 February.

The present Regulation enacts the Assessment Act. The Regulation lays down provisions relating to the standards for the classification of farm land. In particular, section 4 establishes that the assessor must classify as farm all or part of a parcel of land used for: a) primary agricultural production, b) a farmer's dwelling, or c) the training and boarding of horses when operated in conjunction with horse rearing.2) Land will only be classed as farm where part of a parcel or parcels of land are: a) necessary to the farm, and b) predominantly used for primary agricultural production.

These Regulations amend the Action Programme for Nitrate Vulnerable Zones (Scotland) Regulations 2008 to, among other things: implement, as regards Scotland, of Article 5 of Council Directive 1991/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources, which requires Member States to establish, review and, if necessary, revise action programmes for designated nitrate vulnerable zones; revise the action programme established by the 2008 Regulations for the nitrate vulnerable zones in Scotland designated by regulation 3 of the Designation of

Ministerial Decree No. 296 amending Ministerial Decree No. 874 validating the Regulation on allocation of subsidies for partial compensation of expenditure of peasant farms for legalization of ownership of agricultural land.

Item 5 shall be amended to add the following wording: “In the process of distribution of subsidies shall be also taken into consideration the amount of budgetary allocation envisaged by regional budget (local budget) confirmed by extract from regional budget (local budget) and the level of co-financing of expenditure obligation at the expense of subsidies determined in accordance with the item 8 of this Regulation”.

The Order partly amends Order No. 94, in particular the deadline and means for applying for subsidy – whereby the application must be submitted electronically and in adherence to Commission Delegated Regulation (EU) No. 640/2014 of 11 March 2014. The Order repeals articles 25, 25a-25f, 30 and 39. A new Chapter (6a) is inserted and provides rules on the decrease of subsidy in adherence to article 35 of Commission Regulation No. 640/2014 of 11 March 2014. There will be no payment of subsidies for areas mentioned in article 32, section 2b of Regulation (EU) No. 1307/2013.

Section 3 of the present Regulation establishes the land uses which are permitted in an agricultural land reserve unless otherwise prohibited by a local government bylaw or, for lands located in an agricultural land reserve that are treaty settlement lands, by a law of the applicable treaty first nation government.

The present Regulation enforces the Agricultural Operation Practices Act. The Regulations lays down provisions relating to administrative procedures of the Natural Resources Conservation Board which is mandated under the afore-mentioned Act to review applications for new or expanding confined feeding operations, to monitor and enforce compliance with the Act, its Regulations and permit conditions, and to conduct hearings to review decisions.
