Bienvenidos al primer número de 2011 del Boletín de recursos naturales y medio ambiente. En este número presentaremos la nueva Revista sobre Tenencia de la tierra, una publicación en formato electrónico cuyo primer número acaba de ser lanzado. La revista está dedicada a los asuntos agrarios, incluida la tenencia de la tierra.

Women make significant contributions to the rural economy in all developing country regions. Their roles OF FOOD AND AGRICULTURE differ across regions, yet they consistently have less access than men to the resources and opportunities they need to be more productive. Increasing women’s access to land, livestock, education, financial services, extension, technology and rural employment would boost their productivity and generate gains in terms of agricultural production, food security, economic growth and social welfare.

在所有发展中国家地区，妇女对农村经济做出重大贡献。妇女的这一作用因地区而异，然而，妇女获取提高生产力所需资源和机会的手段总是比男人的少。增加妇女获取土地、牲畜、教育、金融服务、推广、技术和农村就业的手段，将提高妇女的生产力，促进农业增产、粮食安全、经济增长和社会福利。仅在农业投入品方面缩小性别差距这一项，就能使一亿到一点五亿人摆脱贫困。缩小性别差距没有现成蓝图，但有些基本原则普遍适用：政府、国际社会和民间社会应携手努力，按法律规定消除歧视，促进资源获取手段和机会的平等，确保农业政策和计划考虑性别问题，聆听妇女作为可持续发展平等伙伴的声音。农业方面实现男女平等，赋予妇女权能，不仅应该做到，而且对农业发展和粮食安全至关重要。

Document de travail sur les régimes fonciers 19. Ce rapport a été écrit faisant partie du processus global de consultation et d’élaboration des Directives Volontaires et vise à contribuer à la préparation subséquente du Guide Technique pour le Genre. Le rapport contextualise et définit le genre dans le cadre des Directives Volontaires, explique ce que signifie gouvernance foncière d’une prospective genre et identifie et analyse les principaux thèmes et questions.

This month, we invite you to participate in the e-consultation on Voluntary Guidelines on Responsible governance of tenure of land and other natural resources. Following a lengthy regional consultation process, additional input is being requested prior to the drafting of the Zero Draft Guidelines. FAO Headquarters marked World Water Day 2011, examining the urgent need for safe water supplies for the world’s rapidly growing urban populations.

The Symposium on Legal Aspects of Large Scale Investments in Land: Implications for Food Security and Rural Development was held at FAO Headquarters in Rome on March 4th 2011. The Symposium was co-hosted by FAO and the World Food Law Institute at Howard University School of Law.

Este documento analiza las características del régimen comunal y su función en el sistema de gestión de los recursos naturales en diferentes contextos de algunos países asiáticos. Las presiones actuales del mercado sobre los recursos naturales suponen ya sea desafíos que oportunidades para que las comunidades y los gobiernos utilicen y refuerzen el régimen comunal para promover la gestión sostenible de algunos recursos naturales.

تقدم المرأة مساهمات هامة في الاقتصاد الريفي في جميع أقاليم البلدان النامية. وتختلف أدوارها باختلاف الأقاليم، بيد أن حصولها على الموارد والفرص التي تحتاج إليها لكي تكون أكثر إنتاجاً أقل من حصول الرجل على تلك الموارد و الفرص. وزيادة حصول المرأة على الأراضي والثروة الحيوانية والتعليم والخدمات المالية والإرشاد والتكنولوجيا والعمالة الريفية من شأنها أن تعزز إنتاجيتها وتحقق مكاسب من حيث الإنتاج الزراعي والأمن الغذائي والنمو الاقتصادي والرفاه الاجتماعي. وسد الفجوة بين الجنسين في ما يتعلق بالمدخلات الزراعية وحدها يمكن أن ينتشل ما يتراوح من 100 مليون شخص إلى 150مليون شخص من براثن الجوع.

Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

　この「世界食料農業白書2010-2011年報告」 は“農業における女性：開発に向けたジェン ダーギャップの解消”を主題としている。農 業部門は多くの開発途上国で伸び悩んでお り、その主な原因の１つは、女性たちが自ら の生産性を高めるために必要な資源と機会を 平等に手に入れることができないでいること にある。本報告は、ミレニアム開発目標のジェ ンダー平等（MDG ３）と貧困・食料安全保 障（MDG １）は互いに補強し合うものであ ることをはっきりと確認している。われわれ はジェンダー平等を促進し、農業に携わる女 性たちが飢餓と極度の貧困に立ち向かう闘い に持続的に勝利するための能力を与えなけれ ばならない。私は、MDG ３を達成すること がMDG １を達成する助けになりうると固く 信じている。
