This Order sets forth the procedure for normative monetary valuation of urban land. The information base for normative monetary valuation of urban land shall be the general land-use planning schemes of urban areas, territorial zoning schemes and detailed plans of territories, information of the State Land Cadastre, land inventory data and state statistical reporting.

La presente Ley establece las normas básicas e instrumentos de gestión de observancia general, para ordenar el uso del territorio y los asentamientos humanos en el país, con pleno respeto a los derechos humanos, así como el cumplimiento de las obligaciones que tiene el Estado para promoverlos, respetarlos, protegerlos y garantizarlos plenamente. La Ley regula la concurrencia de la Federación, de las entidades federativas, los municipios y las Demarcaciones Territoriales para la planeación, ordenación y regulación de los asentamientos humanos en el territorio nacional.

The project ILUMASS (Integrated Land-Use Modelling and Transportation System Simulation) aims at embedding a microscopic dynamic simulation model of urban traffic flows into a comprehensive model system incorporating both changes of land use and the resulting changes in transport demand. The land-use component of ILUMASS will be based on the land-use parts of an existing urban simulation model, but is to be microscopic like the transport parts of ILUMASS.

Article 2 shall be amended to add the following wording: “Territorial land-use planning scheme shall contain provisions related to territorial planning and mapping of objects intended for location at regional and inter-municipal levels”.
