This Regulation, composed of 11 sections, makes provisions for the regulation of legal and administrative procedures regarding agricultural settlements in Israel. Section (1) establishes that any prosecution in front of a committee, as listed in section 4(a) to the Law, shall be presented via the Central Prosecutions Service that shall be appointed by the Minister of Agriculture. Sections (2) and (3) list prosecutions presenting procedures. Sections (4)-(6) regard answering and clarification sitting date establishing procedures.

Tarpum Bay Commoners Rules (Cap. 152).

These Rules, made under section 11 of the Commonage Act, concern commoners in the Tarpum Bay district. The Rules: allow a commoner to take up abandoned land of another commoner for cultivation; set limits for the proximity of cultivation on land bordering land of another commoner; provide rules for the setting fire to fields and provide for arbitration in case of damage; place restrictions on the sale of land by commoners; require a commoner not to fell more land than he or she is able to cultivate within a year; and secure free access to water resources by commoners.

These Rules provide for matters relative to proceedings of arbitration and appeal to the Supreme Court as provided for in the Acquisition of Land Act 1970. Matters regulated include such the place of arbitration, hearings, notice of filing of appeal and procedures of hearing at the Court. The Rules also set out principles applicable to determination of value of land.

This regulation implements the Area Development Act by establishing the Zoning Appeal Board, regulates its membership and operation. Under section 15, the Board has the same powers and privileges as are granted to a Judge for summoning and compelling attendance of witnesses, administering oaths to witnesses, and calling for the production of documents.

The provisions of this Ministerial Decree shall be applicable to agricultural land. This Ministerial Decree establishes the modalities of settling land disputes originating from the request of local rural administrative body submitted together with agricultural enterprises and other organizations concerned to the local self-government managing the disputed land areas to restitute them. In the request complainant, respondent party, circumstances substantiating the complaint, claims, land area and location thereof.
