Royal Decree Law No. 3267 re-arranging and reforming the legislation in matter of forests and mountain territories.

This Decree Law represents the basic legal framework in matter of forestry. Since it was enacted in 1923, it must be coordinated with the Constitution, which entrusts particular legislative and administrative competences to the Regions in matter of forestry as well (art. 117). The Decree consists of seven Titles. Title I makes provision for the protection of the public interests. To this end, certain restrictions shall be applied to private lands, so as to guarantee the public safety and protect the water regime.

This Act directs the Secretary of the Interior, to review every roadless area of 5,000 or more acres and every roadless island within National Wildlife Refuge and National Park Systems and to recommend to the President the suitability of each such area or island for inclusion in the National Wilderness Preservation System. The National Wilderness Preservation System is to be composed of federally owned areas designated by the Congress as "wilderness areas". The Secretary of Agriculture must recommend suitable areas in the National Forest System.

Wild and Scenic Rivers Act (16 USC 1271-1287).

This Act establishes a National Wild and Scenic Rivers System and prescribes the methods and standards through which additional rivers may be identified and added to the system. The Act authorizes the Secretary of the Interior and the Secretary of Agriculture to study areas and submit proposals to the President and Congress for addition to the system. It describes procedures and limitations for control of lands in Federally administered components of the system and for dealing with disposition of lands and minerals under Federal ownership.

This Act aims at promoting soil conservation, preventing and mitigating soil erosion, and preventing damage by floods.As provided for in the Act, the Board may recommend to the Minister what lands, whether Crown or private, should be reserved as soil conservation reserves. The Board shall control and manage the soil conservation reserves in order to best conserve the soil of the reserve and prevent injury to other land, and may grant licences to occupy the reserve for pastoral or mining purposes or for the purpose of cutting, felling, and removing timber or flax.

La mesure principale consiste en la création de zones dites "périmètres de défense et de restauration des sols d'intérêt national", à l'intérieur desquelles l'Etat peut imposer les mesures et les travaux nécessités par la lutte contre l'érosion.

Chapter one of this Law contains definitions of terms therein employed, such as: forest, forest bushes, desert shrubs, forest cover and regions, range, planted rangeland, logs and saplings. Chapter two sets out rules for exploitation and protection of the above mentioned areas. Forestry Organization, established within the Ministry of Agriculture, shall supervise and issue permits for each applicant regarding exploitation of these areas. Licence shall be valid up to one year.

The Act provides for soil conservation and livestock control. It harmonizes soil conservation activities in agriculture, livestock management and proper management of water resources. The Act contains provisions on range management and grazing control for communities to manage range resources in a sustainable manner, guaranteeing equal access.The Act applies to agricultural land, i.e. land utilised for the purpose of the growing of crops or the grazing of livestock.

L’article 1er établit qu’il est considéré comme terrain de camping public toute propriété mise publiquement à la disposition des campeurs ou occupée en fait et d'une manière habituelle par des groupes de campeurs. En outre, l’ouverture ou le maintien d'un terrain de camping public est soumis à une autorisation écrite du Membre du Gouvernement ayant dans ses attributions le tourisme, le médecin-inspecteur compétent entendu en son avis. Law on subsidy for natural disasters.

The present Law lays down provisions relating to subsidies in case of natural disasters. According to article 1, if inhabitants of the Canton sustain a damage resulting from natural disasters - such as inondations, avalanches, earthquake, landslides, storm, and lightning – they are entitled to obtain a subsidy from the Canton. The text consists of 20 articles divided into 7 Parts as follows: Conditions for the subsidy (I); Assessment of the subsidy (II); Legal provisions (III); Payment of the subsidy (IV); Proceedings (V); Administration of the Aid Fund (VI); Final provisions (VII).

This Act prohibits the occupation of certain lands, and the building of structures on these without obtaining previous permission by the Authorized Officer. The Provincial Government shall declare these lands to be controlled areas for the purposes of this Act. Offences and penalties are provided for in the Act.
