The purpose of these Regulations is to regulate the contracted management of rural land and guarantee the legitimate rights and interests of the contracting parties.

These Regulations have been formulated for the purpose of stabilizing and perfecting the two-level operation system, which is based on the responsibility system of contracting by households supplemented by unified management, protecting the legal rights and interests of the parties of the contracting of rural land, so as to improve the development of agriculture and the rural economy and stabilize the rural areas.
These Measures, consisting of 31 Articles, are formulated in accordance with the Law on the Rural Land Contracting. A member of a rural collective economic organization is entitled to contract the rural land of such rural collective economic organization. The Contractor shall obtain the right to land contractual management after the contract enters into effect. The right to land contractual management obtained through household contract may, according to law, be circulated by subcontracting, leasing, exchanging, transferring or other means.

This Act amends the Land Act in section 98 to provide that, until the Land Tribunals are established and commence to operate under this Act, Magistrates’ Court and Local Council Courts shall continue to have jurisdiction they had immediately before the commencement of this Act. Also proceedings relating to a land dispute pending at a Magistrates’ Court or a Local Council Court shall continue to be heard by those courts until completion. Also rights of appeal at those courts shall be preserved.

La presente Resolución regula el Registro de titularidad compartida de explotaciones agrarias, adscrito a la Dirección General de Desarrollo Sostenible del Medio Rural del Ministerio de Medio Ambiente, y Medio Rural y Marino, en el que se anotará toda la información concerniente a las explotaciones en régimen de titularidad compartidas, que deberá contener la identificación de los cotitulares y, en su caso, del representante designado por éstos, así como la identificación de la explotación y su número de identificación fiscal.
This Act provides rules relative to the exploration for and the exploitation of mineral resources and related matters such as the grant of mineral rights and (restriction of) rights on the surface, protection of the environment and the resolution of disputes. This Proclamation aims at improving management and utilization of land and land resources for agricultural purposes in the Southern Nations, Nationalities And Peoples' Regional State. It applies to all land that lies outside of municipal borders. The Proclamation defines the right to acquire, free of charge, rural land by peasants, pastoralists and semi-pastoralists engaged in agriculture and the equal rights of women with respect to land and provides for the protection of such rights.
