This Act makes provision for the planning of the Australian Capital Territory and the management of land in the Territory. The text of this Act consists of 85 sections which are divided into 10 Parts, i.e.: Preliminary (I); Establishment, functions and powers of the Authority (II); The National Capital Plan (III); The Territory Plan (IV); Land Management (V); Constitution and meetings of the Authority (VI); Administration of the Authority (VII); Miscellaneous (VIII); Repeals and amendments (IX); Transitional Provisions (X).The Authority, established under section 5, shall prepare a National and Capital Plan and, on behalf of the Commonwealth, commission works to be carried out in Designated Areas in accordance with the Plan, and carry out other functions with respect to land planning and management as outlined in section 6. The object of the Plan is to ensure that Canberra and the Territory are planned and developed in accordance with "their national significance" (sect. 9). The Plan may specify Designated Areas (sect. 10). The Plan may set out detailed conditions of planning, design and development in Designated Areas and the priorities in carrying out such planning, design and development. The Assembly of the Australian Capital Territory shall make laws providing for establishing a Territory planning authority which shall prepare and administer a plan in respect of land not inconsistent with the National Capital Plan (sect. 25). Provisions of Part V deal with the administration of Territory land, being land other than land declared to be National Land by the Minister, by notice published in the Commonwealth Gazette. The Act is completed by a Schedule containing consequential amendments.
