This Act provides for the creation of a Commissioner on Resources and Environment responsible before the Cabinet (Executive Council) and who's role is fundamentally to advise on and develop a strategy for land use and related resource and environmental issues and on the need for legislation, policies and practices respecting these issues. The Commissioner also has coordination and monitoring duties and must take the interests of individuals, groups and Aboriginal peoples into account (sects. 3 and 4). The remainder of the Act deals with terms and conditions of his/her employment, hearings, delegation of powers, annual reporting and offences.
