The Council of Ministers decrees to entitle State Committee on Land Reform and its territorial subdivisions in accordance with the Ministry of Agriculture and Food, the Forest Ministry and other ministries and departments concerned to provide for carrying out land survey, mapping and other provisions in relation to allotment to the citizens of the plots of land for gardening, truck-farming and stockbreeding purposes. Councils of Ministers of the subjects of the Russian Federation, regional and territorial administration must elaborate and carry out concrete programs for render every kind of assistance in planting collective gardens and orchards, their cultivation, providing of the population with seeds and planting material, organization of transportation service, setting up trading outlets, consumer services and purchase of the surplus of agricultural commodities.
Implemented by: Joint Official Letter of State Committee of Ecology and Natural Resources No.04-19-13/1914, of State Committee of Water Resources attached to the Government No.1-2-82/9, of State Committee on Land Policy No.5-16/1489 regarding allotment of the plots of land for individual housing, gardening, truck-farming and subsidiary small-holding in the water protection zones of rivers, lakes and storage ponds.
