The Government of the Russian Federation and the administration of the Irkutsk Region have agreed as follows: (a)The Government of the Russian Federation jointly with the administration of the Irkutsk Region shall carry out arrangements for state support of the delivery of produce (commodities) to the Northern districts of the region in accordance with federal laws and normative legal acts. (b) The Government of the Russian Federation shall carry out federal and regional programs and arrangements in the field of socio-economic development of the Northern districts of the region in accordance with the regional request and corresponding to the possibilities of the federal budget. (c) The administration of the Irkutsk Region provides for realization of federal programs and arrangements regarding the development of the Northern districts of the region; validation and realization of the regional programs of socio-economic development of the Northern districts of the region, including programs of support of indigenous scanty population of the North, determination of the legal basis and delimitation of the land boundaries of the traditional nature management of the indigenous scanty population of the North; allotment to the indigenous scanty population of the North for their traditional methods of management the plots of land, fishing and hunting areas.
