authorized representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Republic of Sakha (Yakutia) have agreed on the following: 1) The Republic of Sakha (Yakutia) shall execute the authority in the following fields: a) management, possession, use and disposal of state property; b) carrying out licensing and quota setting in accordance with the federal legislation on the territory of the Republic of Sakha (Yakutia); c)participation in external trade. 2) The Republic of Sakha (Yakutia) is authorized to administer the following issues: a) relating to possession, use and disposal of land, subsoil, water and other natural resources, including joint management of the aforesaid resources; b) delimitation of state property situated on the territory of the Republic of Sakha (Yakutia); c) management of natural resources, environmental protection and ensuring ecological safety; determination of the legal status of protected areas, conservation of the objects of historical and cultural heritage; d) carrying out the arrangements for the prevention of natural disaster and liquidation of their consequences; e) protection of primordial natural habitat of indigenous inhabitants and traditional way of life of scanty ethnic communities. 3) The following issues are within the joint jurisdiction of the Russian Federation and of the Republic of Sakha (Yakutia): a) setting up special budgetary and extra-budgetary funds for the purpose of financing programs to be carried out jointly by the State Bodies of the Russian Federation and the State Bodies of the Republic of Sakha (Yakutia); b) assessment, in accordance with state and international standards, of the state of environment on the territory of the Republic of Sakha (Yakutia), carrying out the arrangements for ensuring ecological safety of its population, vegetable kingdom and wildlife, and the prevention of technological and ecological disasters; c) arrangements for the restoration and development of the Northern sea route; d) prospecting and joint management of the natural resources of the continental shelf of the Russian Federation.
