This Regulation concerns the conservation and reclamation of land with the objective to return the specified land to an equivalent land capability, which means that “the ability of the land to support various land uses after conservation and reclamation is similar to the ability that existed prior to an activity being conducted on the land, but that the individual land uses will not necessarily be identical”. The Regulation assigns to the Director the power to establish standards and criteria for conservation and reclamation of specified land and develop and release information documents respecting those standards and criteria (sect. 3) and contains provisions on reclamation inquiries (sects. 6-9) and reclamation certificates (sects. 12-15). Sections 16 to 24 are dedicated to all matters related to the “security” that the Director requires to operators in an amount determined to be sufficient to ensure completion of conservation and reclamation on the specified land.
