The present Regional Law determines the modalities of transfer of land from one category into another and is valid till entry into force of the federal law regulating the issue. The present Regional Law does not apply to the relations connected with transfer of land pertaining to federal property, forest land and land of inhabited areas situated within the boundaries of sub-urban areas and green zones occupied by the forests of the first category. The Regional Law consists of 15 articles. Article 1 lays down general provisions. Article 2 regards authorized institutions. Article 3 establishes the grounds for transfer of land from one category into another. Article 4 deals with applications for transfer. Article 5 regards the decisions on transfer. Article 6 regards the rejection of transfer. Article 7 regards modification of the documentation in relation to transfer of land. Article 8 regards the modalities of transfer of land from one category into another in case of expropriation (purchase) of land for state or municipal needs. Article 9 regards transfer of agricultural land into another categories of land. Article 10 regards transfer of land of inhabited areas into other categories and vice versa. Article 11 regards transfer of industrial, energy, communication, broadcasting television, information, space, defence, safety and other types of land of special destination into other categories of land. Article 12 regards transfer of land of protected areas and objects into other categories. Article 13 regards transfer of land pertaining to water stock into other categories. Article 14 regards transfer of reserve land. Article 15 regards entry into force of the present Regional Law.
