The purpose of this Chapter is to establish a uniform policy for the fair and equitable treatment of persons displaced by the acquisition of real property under Government of Guam land acquisition programs, by building code enforcement activities, or by a program of voluntary rehabilitation of buildings or other improvements conducted pursuant to governmental supervision (sect. 1). The Act provides financial support for displaced persons and in particular provides support for relocation of farm operations, i.e. any activity conducted solely or primarily for the production of one or more agricultural products or commodities, including timber, for sale or home use, and customarily producing such products or commodities, in sufficient quantity to be capable of contributing materially to the operator's support. Any person or business concern aggrieved by a final administrative determination pursuant to the Administrative Adjudication Law, concerning eligibility for relocation payments authorized by this Chapter may appeal that determination to the Superior Court of Guam.
