This Act prohibits the abstraction of any sand or gravel or removal of abstracted sand or gravel without an abstraction licence to be by the Controller of Sands. The Act also provides for the appointment of the Controller of sands, for powers of the Minister, the Controller of Sands and authorized officers, for appeal with the Minister against decisions of the Controller of Sands and prescribes offences and penalties.The Controller of Sands may grant, at his or her absolute discretion an abstraction licence for a specified period or for one abstraction or removal or, with the approval of the Minister, grant a general abstraction licence. A general licence can be an open general licence or a restricted general licence, i.e. a licence subject to specified restrictions.
