This Act amends environmental legislation of 2 CMC relating to legal proceedings, assessment and collection of penalties or fines, inspection of records, the Division of Environmental Quality Special Fund, emergency permits for disposal of waste in areas affected by typhoons or other destructive natural events.This Act allows for civil action under 2 CMC after all administrative appeal procedures are exhausted. This Act establishes the Division of Environmental Quality Special Fund, a special account where all monies, including fees and civil fines, collected by the Director of the Division of Environmental Quality under the provisions of this Act shall be deposited. The Act defines procedures for the granting of emergency permits for the disposal of solid waste in debris staging area, i.e. a storage of rubble, wreckage and vegetation remains from typhoons, storms or other destructive events of an emergency nature as determined by the Director of the Division of Environmental Quality.
