These Rules require consent to be obtained from the Chief Agricultural and Natural Resources Officer for the removal of living parts of the plant Phormium tenax, including the roots and the base of the leaves. The Chief Agricultural and Natural Resources Officer may in his or her discretion grant or refuse consent, or grant consent under such restrictions or conditions as he or she considers necessary.
