This Law establishes legal grounds for investments in accordance with concessions and is aimed at ensuring protection of rights and legal interests of investors, Republic of Belarus and it administrative and territorial units. In case of concessions related to subsoil, waterbodies, forests and land shall be applicable the present Law if otherwise is not envisaged by the acting legislation. Concession holders shall be granted guarantees envisaged by the legislation to investors. Concessions shall be granted in four steps: (a) formation, validation and publication in mass media and on web of the lists of objects subject to issuance of concessions; (b) determination of concession authority; (c) organization and conduct of tenders and determination of concession holder by the outcome thereof; and (d) conclusion of concessions contract.
