The Montenegro Development Directions 2013-2016 contain a national cross-sectoral policy regarding agricultural and rural development, the protection of the environment, energy, education and tourism, and promoting sustainable development. The Directions cover the period from 2013 to 2016 and the overall objectives in the field of agriculture, forestry and environment are: a) to ensure safe food supply for the population; c) to improve living standards through job creation and income generation; d) to ensure the rational management and conservation of natural resources and forests; e) to ensure the preservation of the environment and the ecosystems.As regards the agriculture and rural development policy area, one of the main objectives of the instrument is to ensure stable and sustainable supply of safe food.The Directions aim at making agriculture more productive and sustainable. The main objective in this specific policy area is to ensure agricultural and rural development through sustainable methods. Agricultural production and productivity is boosted, and measures will be taken to preserve biodiversity and natural habitats. A long-term resistance and productivity of forest ecosystems and other ecosystems will be ensured and the plant and animal species will be preserved. Sustainable management of natural resources will be ensured by nature conservation and protection of animals.The improvement of living standards for rural populations is among the objectives of the document. Creating employment and generating income will be ensured also through the development of the forestry sector. Human capacity will be strengthened in the forestry and agriculture sector. The economic power of rural areas by developing new income potentials and diversification will be improved.Further the Directions aim at enabling more inclusive and efficient agricultural and food systems. Access to financial support will be provided and a strong control and monitoring system will be established. A forest certification system will be established to ensure sustainable utilization of forest resources. The market for forestry services will be liberalized. Measures for improving the rural infrastructure are set out. The market efficiency will be improved and will be adapted to the demanding standards. Investments in primary agricultural and food-processing industry, as well as investments in research will be promoted.As regards environmental protection, the objectives cover preservation of nature and biodiversity, minimizing air pollution, noise and radiation, protecting water quality and promoting cleaner wastewaters in sewage systems, as well as waste management. Air quality standards will be in compliance with the European Union air quality ceilings. A National Air Quality Management Strategy will be developed. Mitigation and adaptation of climate change will be ensured. A pollution control system will be established against industrial pollution. A mapping of the main areas of soil erosion will be prepared to prevent further land degradation. Sustainable utilization of water and mineral resources will be ensured through the designation of protected areas.Administrative structures will be set up according the European Union requirements. Legislative reforms will be done to harmonize national legislation with European Union legislation. The institutional framework for agriculture and forestry sectors will be adjusted.
