These Regulations implement provisions of the Land Act, 1979. "Agricultural lease" means a lease granted or issued under the Land Act 1979 for purposes of engaging in agricultural pursuits as defined in section 2 of the Land Act 1979.The 23 Regulations are divided into 3 Parts: Applications for issue of agricultural leases (I); Declaration of selected agricultural areas (II); Standard conditions applying to agricultural fees (III).Part I concerns application for the issue of an agricultural lease to be made to the Chairman of the Allocation Authority having jurisdiction over the allocated land in the manner and forms as prescribed. The Chairman of the Allocation Authority shall take a decision in accordance with provisions set out in regulation 4. A final decision must be supported by the District Agricultural Officer (reg. 5). The Minister responsible for Agriculture may select agricultural areas pursuant to section 50 of the Land Act 1979 and regulation 8. For this purpose a feasibility study shall be carried out (land use plans).Lessees shall be selected after survey and demarcation of the area. The Minister shall determine which standard conditions shall apply to each lease (reg. 12). Regulation 17 prescribes standard conditions laid down in the Third Schedule. Regulation 22 allows for sublease. (completed by three Schedules)
