The Government of the Russian Federation and the administration of the Khabarovsk Territory have agreed as follows: 1) Land within the administrative boundaries of the Khabarovsk Territory can be classified as federal property, regional property, municipal property and private ownership in accordance with the legislation of the Russian Federation and of the Khabarovsk Territory. 2) Plots of land occupied by the federal objectives are allotted to the Russian Federation free of charge by order of the Government of the Russian Federation coordinated with the administration of the Khabarovsk Territory. 3) Plots of land for the distribution of newly set federal objectives can be transferred from territorial property into federal property on repayable basis or free of charge by agreement between the Government of the Russian Federation and the administration of the Khabarovsk Territory. 4) Decision making as regards transfer of municipal land on condition of ownership to the Russian Federation must be carried out with the participation of the administration of the Khabarovsk Territory. 5) Management and administration of the plots of land pertaining to the property of the Russian Federation (federal land) situated on the territory of the Khabarovsk Territory is carried out by the Government of the Russian Federation through Committee on Land Resources and Land Survey of the Russian Federation, other federal executive bodies and by Committee on Land Resources and Land Survey of the Khabarovsk Territory and the administration of forest land also by Federal Forest Service and Forest Department of the Khabarovsk Territory. 6) The Government of the Russian Federation is entitled to: (a) in concordance with the administration of the Khabarovsk Territory and local administration to establish and change the purpose of federal land; (b) to transfer on contractual basis of sell federal land into the property of the Khabarovsk Territory; (c) to transfer federal land on the terms of open-ended (permanent) tenure for the accommodation of the objectives of federal importance; (d) to carry out other plenary powers of the Russian Federation as owner of federal land. (7) Management of the plots of land pertaining to the property of the Khabarovsk Territory is carried out by the administration of the Khabarovsk Territory. Committee on Land Resources and Land Survey of the Khabarovsk Territory administers the aforesaid land.
