The Ministry of Tribal Affairs, Government of India enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, a tribal friendly legislation to address the historical injustice and critical issues, pertaining to the forest rights deprivation of the Forest Dwellers. To facilitate its implementation, FRA Rules, 2008 was framed and then made amendment to the Rules in 2012. However, several constraining factors and issues came to the notice in the implementation process of the Act in letter and spirit.

This Act need to be understood by the Government functionaries directly involved in the implementation process. The Government of India and the State Government of Odisha have issued different circulars, executive instructions, guidelines, and Orders from time to time for smooth and timely implementation of the Act. The SCSTRTI, Government of Odisha as a Nodal Tribal Research Institute of India, made compilation of the circulars, instructions, guidelines, government orders and executive instructions and prepared this Revised Compendium incorporating updated information in the previous Compendium 2010 and republished for distribution among all the stake holders for their use as a reference material. This may hopefully be helpful for all the stakeholders in translating the provisions of the Act into practice.
