Decision of the Ministry of Land and Resources to Amend the Measures for the Administration of the Examination and Submission for Approval of Construction Land (2016).

To further simplify the approval procedures for construction land, reduce the essential elements of approval, and improve the efficiency of approval, it is decided to amend the Measures for the Administration of the Examination and Submission for Approval of Construction Land (Order No. 3, Ministry of Land and Resources).One article is added as Article 6: “For a unit construction with a controlled construction period and other constructions in urgent need of commencement due to a tight project schedule or seasonal effects under a key construction project of the state, the department of land and resources of a province, an autonomous region, or a municipality directly under the Central Government may apply to the Ministry of Land and Resources for land use in advance."Article 4 is amended to read: “At the stage of approval, confirmation, or recordation of a construction project, the construction project owner shall apply for pre-examination of land used for the construction project to the department of land and resourcesat the same level of the construction project approval authority. The department of land and resource that accepts a pre-examination application shall, according to the comprehensive plan for land utilization, standards of land use, and the state's land supply policies, conduct pre-examination of the relevant matters on the construction project, and issue a pre-examination opinion on the land used for the construction project.”
