This Instruction determines the procedure for the registration of materials in case of identification by the state inspectors in the sphere of state control over the use and protection of land of violations of legislative requirements on land protection, registration, examination of such violations, as well as appeal and control of proceedings in cases of administrative offences. In case of identification of violations state inspector must draw a report in accordance with the form contained in the Annex 1. The report must be drawn in duplicate, one of which is handed to the person who is being brought to administrative liability. The report shall be drawn up in the state language. The report must contain the following information: (a) date and place of compilation; (b) official capacity and personal identification data of the inspector; (c) information related to offender; (d) place, time of commission and the type of offence; (e) list of violated legislative requirements; (f) explanation of the offender; and (g) estimate of material damage caused to agricultural and forest production.
