Perú 2020
The cadastre and property registry provide and ensure the integrity of the physical, legal, and economic aspects of the territory, whether urban or rural. The suspension and delay on processing these public records during the pandemic has left hundreds of thousands of property-related processes on hold. In Paraguay alone, the average monthly registry process halted reached 60,000 transactions at one point. At the same time, response economic and fiscal measures due to the pandemic have resorted to lowering interest rates for loans, which in some cases has reactivated commerce and real estate markets, whose processes may require land surveys, appraisals, and other legal aspects.
In the case of Peru, the host country of this VI Inter-American Conference, the cadastre and property registry are two key areas of public administration that would help us mirror well by their experience, different aspects in the life of cadastres and registries in Latin America and the Caribbean.
The agenda for this VI Inter-American Conference includes 4 sessions on December 1, 2 and 3, through which cutting-edge issues for cadastre and property registry will be addressed, as well as the impact that the COVID-19 pandemic has on these two areas of public administration. The Inter-American Meeting concludes with the Annual Assembly in a close session of the Network on December 4, where the national cadastre and registry authorities of OAS Member States take decisions about the regional work plan on cadastre and registration for 2021, and elect new authorities to the Network’s Executive Committee.
This conference responds to mandates established by countries of the Organization of American States (OAS) in 2019 and 2020 through its 49th and 50th General Assemblies, in the Strengthening Democracy Resolution AG/RES. 2931 (XLIX-O/19) and AG/CG/doc.1 (L-/O/20) in its respective chapters iii and ii “Strengthening cadastre and property registry in the Americas in the face of COVID-19”. The VI Conference is organized by the Organismo de Formalizacion de la Propiedad Informal of Peru, COFOPRI, and the Department for Effective Public Management of the OAS.
